Tolling Body Supports Pay-By-Plate Option

Other improvements planned for RiverLink

JEFFERSONVILLE, Ind. (Dec. 18, 2017) – The Joint Board and Tolling Body met today and approved amendments to bylaws and amended business rules for RiverLink, the all-electronic tolling system for the Louisville-Southern Indiana Ohio River Bridges Project.

The Joint Board and Tolling Body include transportation and finance leaders from Indiana and Kentucky. The Indiana Department of Transportation (INDOT) commissioner, the Indiana public finance director, the Kentucky Transportation Cabinet secretary and the Kentucky Public Transportation Infrastructure Authority (KPTIA) chairman, or their designees, make up the Joint Board. The Tolling Body includes the four Joint Board members and an appointed member from each state.

The Tolling Body determines toll rates and sets tolling policies. The Joint Board was created to have long-term oversight and management responsibility for the Ohio Rivers Bridges Project.

“For nearly one year, drivers have enjoyed a safer and faster commute with two new bridges, an improved Kennedy Bridge and new connections on both sides of the river,” said Greg Thomas, secretary of the Kentucky Transportation Cabinet. “All-electronic tolling keeps traffic moving efficiently and at a value for those with transponders and prepaid accounts.”

When drivers have transponders and prepaid accounts in good standing, they always pay the lowest toll rates and never receive an invoice.

“In less than a year, the new bridges have transformed this region. Businesses and motorists are benefiting from greater access, mobility and safety,” said Joe McGuinness, commissioner of the Indiana Department of Transportation.  “We work with our partners daily to improve the tolling experience. Today’s actions are a direct result of listening to our customers’ concerns.”

The Tolling Body today approved amendments to business rules designed to improve the customer experience.

The Tolling Body voiced support for developing a “pay-by-plate” option. This will allow customers who cross a bridge to pay a toll without waiting for an invoice. Drivers would use their license plate and other information to pay a toll online at www.riverlink.com. The pay-by-plate option will have to be developed by the Project Team, but is expected to be in place by mid-2018.

The Tolling Body also approved a resolution allowing customer service representatives to waive tolls in the event of an accident that blocks access to toll-free routes and forces drivers to cross a tolled bridge. Tolls could be waived when traffic is diverted across a tolled bridge due to a temporary lane closure, resulting from an emergency on an interstate, immediately adjacent to and approaching a tolled bridge.

The Joint Board approved a resolution to change bylaws for meeting requirements. The Joint Board met regularly during the Bridges Project and launch of tolling. With that work complete, bylaws were amended to better meet the current needs of the project.

Bylaws created in 2013 called for quarterly meetings for the Joint Board. The amendment to the bylaws calls for the Joint Board to meet at least annually, or as needed, moving forward. Those bylaws served as a framework during construction of the bridges project and were not a statutory requirement. The Tolling Body will continue to meet at least annually, or as needed.

Bi-state tolling representatives handle the day-to-day administration of the tolling system.

December 20, 2017 Left Shoulder Closure Eastbound KY 841 MM 37.8

On Wednesday December 20, 2017 WVB will close the Eastbound Left Shoulder of the Lewis and Clark bridge, KY 841, for graffiti removal from 11 am to 3 pm. The closure will be from approximately Mile Marker 37.8 to Mile Marker 38.1.
Personnel and equipment will be present on the left shoulder of the roadway. Motorists are asked to use caution in the area and to give work crews plenty of room for safety.

December 14, 2017 Shoulder Sweeping Operations

WVB East End Partners will commence roadway shoulder sweeping operations on the evening of December 14, 2017 starting at 7:00 pm. Operations will be conducted between MM 8.78 on Indiana SR 265 and MM 37.8 on Kentucky 841 in both directions of travel and on both sides of the roadway. Work will include the ramps at Exits 10 and 11 in Indiana. Work will conclude by 6:00 am on Friday December 15, 2017.

Personnel and equipment will be present on the inside and outside shoulders of the roadway and therefore, motorists are asked to use caution in the area during the sweeping period.

December 4, 2017 Share Use Path Closed

Work on the Shared Use Path will continue toady December 4^th and tomorrow December 5^th. Users can use the path up to the closure point at the end of the bridge but no access will be allowed on the bridge when crews and equipment are present. December 1st through December 5th Right Shoulder Closure Westbound on Bridge

Beginning Friday December 1^st, 2017, the right shoulder of westbound KY 841 over the Lewis and Clark Bridge will be closed for maintenance and inspection of the drainage system. Fridays closure will be from 11:00 am to 3:00 pm. On Saturday and Sunday December 2^nd and 3^rd, the shoulder will be closed from 7:00 am to 7:00 pm. The shoulder closure will also be planned to be in place on Monday and Tuesday December 4^th and 5^th from 11:00 am to 3:00 pm. The right shoulder will be closed each of these dates and times from approximately Mile Marker 37.8 to Mile Marker 38.9 in the westbound direction. Motorists are encouraged to use caution in the area as equipment and personnel will be working from the shoulder of the roadway. Please give everyone plenty of room for safety.

The shared use path will be closed during daylight hours starting November 27^th and will last at least that week for inspection and maintenance of the drainage system. The work will involve large inspection equipment that will take up the width of the path. Public use of the path will be blocked off at either end of the bridges. Roadway inspections will be conducted between Mile Marker 8.79 on SR 265 in Indiana and Mile Marker 37.8 on KY 841 in Kentucky on October 31^st and November 1^st 2017 from 11 am to 3 pm each day. Steady Crossings, Drivers Save With RiverLink Accounts

Millions could be saved by opening prepaid accounts

Oct. 25, 2017 – The third quarter of tolling on three bridges connecting Louisville and Southern Indiana saw a steady number of crossings, but no significant growth in the number of drivers using transponders to cross the tolled bridges. There were more than 7.7 million crossings of the three tolled bridges in July, August and September. On average, 61 percent of weekday drivers used transponders while crossing the tolled bridges.

“Tolling has been in place for nearly a year, and it’s important all drivers understand that crossing a tolled bridge with a prepaid account and transponder will save them money, no matter how often they use the bridges,” said Megan McLain, innovative finance manager with the Kentucky Transportation Cabinet. “The cost savings are substantial.”

In the third quarter, more than one million crossings were made each month without a transponder. A driver saves $2 per crossing when using a prepaid account and transponder. Drivers could have saved nearly $7 million with prepaid accounts and transponders.

“A transponder is the fastest, easiest and most cost-effective way for drivers to pay the tolls they owe,” said Scott Adams, Indiana Department of Transportation director of tolling for the Ohio River bridges. “It’s also the fastest and easiest way for the states to collect tolls, which is why drivers with transponders and prepaid accounts pay the lowest rates. If a driver has a RiverLink account in good standing and a transponder, there’s no need for an invoice.”

A transponder is a small electronic device placed inside the front windshield of a vehicle, and is used to detect crossings on a tolled facility. When an overhead sensor reads a transponder, the lowest toll rate is deducted from a prepaid account.

Third Quarter Crossings

There were more than 7.7 million crossings on the three tolled bridges in the third quarter of the year, only a slight decrease from the second quarter, which included spring break and some of the summer travel season.

 

Third quarter crossings remained consistent on all three tolled bridges, the I-65 Abraham Lincoln Bridge, I-65 Kennedy Bridge and SR 265 Lewis and Clark Bridge.

There was only a slight increase in the number of drivers crossing tolled bridges with transponders. The average number of weekday drivers using transponders had climbed five percentage points since the first quarter of tolling. 

 

The number of drivers who qualify for the frequent-user discount has remained consistent, averaging around 7,200 drivers per month. 

The frequent-user discount is an automatic credit after 40 trips are posted on any of the three tolled bridges in a calendar month. The credit is 50 percent, and each additional trip that month is also discounted 50 percent.

The frequent-user discount is only for drivers in passenger vehicles with RiverLink personal accounts who maintain a positive balance. The frequent-user discount is per transponder, not per account.

 

RiverLink Accounts and Transponders

The number of RiverLink prepaid accounts and the number of RiverLink local transponders and RiverLink E-ZPass transponders requested continued to grow at a steady pace.

The number of RiverLink prepaid accounts increased nearly 10 percent in the third quarter to more than 137,000 accounts. More than 300,000 transponders had been requested to date.

 

For drivers without prepaid accounts and transponders, cameras capture an image of the license plate and an invoice is mailed to the registered owner of the vehicle. There’s no need for drivers to take any action until the invoice arrives. 

While waiting for an invoice or after an invoice arrives, vehicle owners can contact RiverLink customer service by phone or in person, open a prepaid RiverLink account and receive lower toll rates. Current, outstanding trips will be reduced to the transponder rate. To receive the benefits of conversion, drivers must open a RiverLink account before the bill moves to the collection process.

Initial invoices are for tolls owed, and do not include any penalties. An invoice is mailed to the registered owner of the vehicle. It’s important the owner of the vehicle has his current address on file with the Bureau of Motor Vehicles and County Clerk’s Office, as required by law.

 

Customer Service

The average time to answer a call to RiverLink customer service dropped dramatically in the second quarter of the year, and those gains remained fairly consistent in the third quarter. Nearly 100,000 calls were received in the third quarter. The average time to answer a call to 855-RIV-LINK was less than a minute in July, just over a minute in August and just over two minutes in September.

 

Recent Additions

Automated Payment System and Online Tutorials

Thousands of people are using the automated phone system to make payments to their RiverLink accounts and to pay invoices. The automated payment option was added in May, allowing customers to pay an invoice over the phone without ever talking to a customer service representative. Nearly 100,000 payments were made with the automatic system in the third quarter.

Step-by-step tutorials for managing RiverLink accounts online were added to www.riverlink.com in the third quarter to assist customers in managing their accounts online. The guide offers step-by-step directions for everything from setting up a RiverLink account to adding auto-replenishment to an account to paying an invoice. 

 

RiverLink Starter Kits

RiverLink started selling starter kits this summer, offering another option for purchasing transponders. The kit includes a RiverLink prepaid transponder and reload card. Drivers do not need to register their transponder or car to use the prepaid transponder. They simply purchase the kit, activate it at the store register and maintain a positive balance. Drivers can also convert to a registered RiverLink account to eliminate reloading fees and access additional services.

RiverLink starter kits are sold at all Speedway locations in Kentucky and Indiana, all Thorntons locations in Louisville and Jeffersonville and select Newcomb Oil locations in Kentucky.

 

Revenue to Date

Revenue numbers are preliminary for the third quarter. In the third quarter, $21.7 million was collected and split evenly between Indiana and Kentucky. An additional $2.8 million will be received from E-ZPass systems in other states (drivers who crossed the tolled Ohio River bridges with E-ZPass transponders from other states).

The billing cycle is still active, and additional money is being collected from vehicle owners who have received invoices.

Since the start of tolling on Dec. 30, 2016, more than $56.4 million has been collected and split evenly between the two states.

Revenue collected to date is in line with expectations, and both states are meeting their financial obligations for the Bridges Project. Toll revenue can only be used to meet financial obligations of the project and for operation and maintenance of the project area.

First Vehicle Registration Holds Expected Next Week

Thousands have paid tolls and fees owed

Oct. 19, 2017 – Thousands of drivers in Indiana and Kentucky have paid tolls owed to the two states, via RiverLink, and will avoid having a hold placed on their vehicle registration. A registration hold is placed when a toll is not paid after repeated notices. The first holds are expected to be placed next week. Drivers will not be allowed to renew their vehicle registration until tolls and fees owed are paid in full.

Since RiverLink announced pending registration holds last week, nearly 6,500 drivers have paid tolls and fees owed in full. Those drivers have paid nearly $170,000 owed to the two states.

As of last week, around 16,000 registration holds were expected in Indiana and 19,000 in Kentucky. The number of holds will continue to grow as unpaid invoices mature. A registration hold is placed after a toll is unpaid, and at least four RiverLink toll notices have been sent to the customer. The first notice, second notice, violation notice and collections notice are mailed over a minimum of a 135-day period, allowing drivers more than four months to pay tolls owed.

It’s important all drivers using the tolled bridges for faster and safer commutes pay their fair share. Vehicle registration holds are a common enforcement option used by several states to help ensure required tolls and fees are paid.

Paying Tolls Owed

Drivers have several options to pay tolls owed:

• Pay online at riverlink.com using the reference and license plate numbers on toll notices.
• Call RiverLink customer service at 1-855-748-5465 and pay using the automated phone system using the reference number on toll notices, or speak with a customer service representative.
• Visit a RiverLink customer service center at:
  • 103 Quartermaster Ct., Jeffersonville, IN
  • 400 E. Main St., Suite 102, Louisville, KY

Customer service centers are open Monday-Friday from 7 a.m. – 7 p.m. and Saturday from 8 a.m. – 2 p.m.

Payment must be made directly to RiverLink and CAN NOT be accepted by the IN BMV, the KY MVL or a County Clerk’s Office in Kentucky. Shortly after tolls are paid, RiverLink will notify the IN BMV or KY MVL to release the hold on the registration.

Drivers will also receive a RiverLink notification letter in the mail stating the registration hold has been released.

First Vehicle Registration Holds Expected for Tolls Owed

Registration cannot be renewed when repeated notices are unpaid

Oct. 10, 2017 – Drivers in Indiana and Kentucky who owe tolls to the two states, via RiverLink, will have a hold placed on their vehicle registration when a toll is not paid after repeated notices. Drivers will not be allowed to renew their vehicle registration until tolls and fees owed are paid in full.

A hold is placed on a vehicle registration after a toll is unpaid, and at least four RiverLink toll notices have been sent to the customer. The first notice, second notice, violation notice and collections notice are mailed over a minimum of a 135-day period, allowing drivers more than four months to pay tolls owed.

“Our new and improved bridges mean faster and safer commutes for drivers every day, and are opening the door to new economic opportunities for our region,” said Megan McLain, innovative finance manager with the Kentucky Transportation Cabinet. “It’s important all drivers using the bridges pay their fair share. Vehicle registration holds are a common enforcement option used by several states to help ensure required tolls and fees are paid.”

RiverLink is expected to begin placing holds on vehicle registrations later this month, and will place registration holds on appropriate vehicles on a continuing basis.

“We don’t want drivers to be caught by surprise,” said Scott Adams, Indiana Department of Transportation director of tolling for the Ohio River bridges.  “We’re letting them know now that registration holds will soon be issued, in hopes that affected drivers will reach out to RiverLink and pay tolls owed. By doing so, they can avoid a hold when going to renew their vehicle registration.”

RiverLink customer service will send written notification of registration holds to vehicle owners. Collection calls are also made to affected customers. If a customer does not answer the phone, a message is left to contact RiverLink for important account information.

The Indiana Bureau of Motor Vehicles (BMV) and Kentucky Motor Vehicle Licensing (MVL) are notified when they are required to place a hold on a vehicle registration.

Payment in full is required for RiverLink to release the vehicle registration hold.

Payment must be made directly to RiverLink and CAN NOT be accepted by the IN BMV, the KY MVL or a County Clerk’s Office in Kentucky.

 

Paying Tolls Owed

Drivers have several options to pay tolls owed:

For Sale Again: A Chance To Own A Piece Of History

Bids are being accepted for three historic properties in Louisville and Jefferson County

September 27, 2017 – Three historic properties purchased as part of the Ohio River Bridges Project are back on the market. Bids are being accepted for the Drumanard estate and Rosewell property in eastern Jefferson County and the Grocers Ice building in downtown Louisville.

Listed on the National Register of Historic Places, each property was purchased by the Kentucky Transportation Cabinet (KYTC) as part of the right-of-way acquisition for the Downtown Crossing and East End Crossing construction. The properties were previously offered for sale, but did not receive bids meeting state requirements.

 

Drumanard

Located at 6401 Wolf Pen Branch Road in Prospect, the 53-acre Drumanard estate includes a historic home with nearly 10,000 square feet, six bedrooms, eight bathrooms and nine fireplaces. The property also includes a guest cottage, a partially finished gardener’s cottage, greenhouse and gazebo.

Even the landscaping surrounding the rolling country estate is historic. Much of the overall landscaping was planned by Olmsted Brothers, a renowned landscape architectural firm, in the early 1900s. Work on the Tudor Revival house was completed in 1929.

An open house will be held on Wednesday, Oct. 4, from 10 a.m. to 2 p.m. Bids are due before the bid opening on Thursday, Oct. 12 at 1:30 p.m.

 

Grocers Ice & Cold Storage

A historic property in a prime location in Downtown Louisville, Grocers Ice & Cold Storage is nestled near Butchertown and Louisville’s trendy and burgeoning NuLu District. The building is more than 44,000 square feet, and is one block from Louisville Slugger Field. The original building dates to 1906, with additions built around 1920 and 1952.

An open house will be held on Monday, Oct. 2 from 10 a.m. to 2 p.m. Bids are due before the bid opening on Tuesday, Oct. 10 at 1:30 p.m.

 

 

Rosewell

Located at 6900 Transylvania Avenue in Prospect and sitting near the Ohio River, Rosewell was built in the 1820s with a limestone addition added in 1854.

The 7,200-square-foot house includes six bedrooms, four bathrooms and eight fireplaces. The property includes nearly six acres of land.

An open house will be held on Tuesday, Oct. 3 from 10 a.m. to 2 p.m. Bids are due before the bid opening on Wednesday, Oct. 11 at 1:30 p.m.

Drivers will find directions for everything from setting up a RiverLink account to adding auto-replenishment to their account to paying an invoice. The guide offers step-by-step directions and highlighted images from the website to walk drivers through the desired action.

The guide will also help drivers who already have a RiverLink account with the day-to-day management of their accounts. Topics include how to update vehicle information, add money to the account, get a new transponder, file a toll dispute and change to paperless statements.

Drivers without RiverLink accounts who have crossed tolled bridges will be able to use the help guide for such things as paying an invoice, verifying an invoice has been paid and filing a toll dispute.

Drivers can easily access the help guide on the RiverLink website:

On Friday morning August 11^th, 2017, work will be performed to install a bike “Fixit” station at the Trailhead of the Shared Use Path at 1700 Old Salem Road in Jeffersonville Indiana. The City of Jeffersonville will be installing this device for users of the Shared Use Path. Work will begin at 9:00 am and should be completed around noon. Traffic Alert for Lewis and Clark Bridge area

WVB East End Partners will commence roadway shoulder sweeping operations on the evening of August 10, 2017 starting at 7:00 pm. Operations will be conducted between MM 8.78 on Indiana SR 265 and MM 37.8 on Kentucky 841 in both directions of travel and on both sides of the roadway. Work will include the ramps at Exits 10 and 11 in Indiana. Work will conclude by 6:00 am on Friday August 15, 2017.

 

Personnel and equipment will be present on the inside and outside shoulders of the roadway and therefore, motorists are asked to use caution in the area during the sweeping period.

Crossings Climb, Call Times Improve In Second Quarter

Major improvements in response times

July 18, 2017 – The second quarter of tolling on three bridges connecting Louisville and Southern Indiana saw an increase in the number of crossings on the bridges and significant improvements in RiverLink customer service. Tolling on the SR 265 Lewis and Clark Bridge, I-65 Abraham Lincoln Bridge and I-65 Kennedy Bridge started Dec. 30, 2016.

The average time to answer a call to RiverLink customer service dropped dramatically in the second quarter of the year, from an average of 40.5 minutes in the first quarter to an average of 7.9 minutes in the second quarter. Even more improvement was seen in June, the final month of the quarter, when the average time to answer a call was less than a minute.

“We want to thank RiverLink customers for their patience, and let them know significant improvements have been made,” said Megan McLain, innovative finance manager with the Kentucky Transportation Cabinet. “We’re committed to delivering the help customers need in a timely fashion. The numbers show the many improvements we’ve made are working.”

Several steps have been taken to improve the customer experience. The biggest improvement has been increasing the number of customer service representatives. Currently 75 representatives answer calls to RiverLink customer service. Not only are calls being answered more quickly, but the number of calls abandoned has dropped dramatically.

An automated payment option was added in May, allowing customers to pay an invoice over the phone without ever talking to a customer service representative. Several improvements have also been made to the website, including the addition of a RiverLink Help section earlier this year. The RiverLink Help section is currently being updated, and will soon include step-by-step tutorials for managing RiverLink accounts.

Second Quarter Crossings

Nearly one million more drivers crossed the three tolled bridges in the second quarter of the year. Nearly 8 million crossings were recorded on the three bridges in April, May and June.

The average number of weekend and weekday crossings on tolled bridges both increased in the second quarter. The average number of weekday crossings climbed just over 10 percent in the second quarter, and the average number of weekend crossings climbed just over 18 percent.

The number of crossings increased on all three of the tolled bridges in the second quarter, with the largest increase seen on the Lewis and Clark Bridge.

Accounts and Transponders

Consistent growth was seen in the second quarter in the number of RiverLink accounts, and the number of RiverLink local transponders and RiverLink E-ZPass transponders requested. The number of RiverLink accounts increased 17 percent in the second quarter, with nearly 126,000 accounts opened by the end of June. A total of nearly 276,000 RiverLink local transponders and RiverLink E-ZPass transponders have been requested.

“We’re pleased to see more people opening RiverLink accounts and getting RiverLink transponders,” said Andy Dietrick, spokesperson for the Indiana Department of Transportation. “However, we’re not seeing a substantial increase in the number of drivers crossing tolled bridges with transponders. It’s important for all drivers to remember that when they cross with a transponder and prepaid account, they’re paying the lowest toll rates.”

An average of 59 percent of drivers crossed tolled bridges with transponders during weekdays in the second quarter, an increase of 3 percentage points from the first quarter of the year.

Drivers Without Accounts

More drivers in Kentucky and Indiana crossed the tolled bridges with transponders in the second quarter. The number of Kentucky drivers crossing the tolled bridges without prepaid accounts and transponders dropped more than 14 percent, and the number of Indiana drivers crossing without prepaid accounts and transponders dropped nearly 12 percent. The number of out-of-state drivers without transponders and prepaid accounts dropped 3 percent from the first quarter.

For drivers without prepaid accounts and transponders, cameras capture an image of the license plate and an invoice is mailed to the registered owner of the vehicle. There’s no need for drivers to take any action until the invoice arrives. Initial invoices are for tolls owed, and do not include any penalties.

Frequent-User Discount

The number of drivers who qualified for the frequent-user discount was consistent, with a 2 percent increase in the number of frequent-users in the second quarter of the year.

The frequent-user discount is an automatic credit after 40 trips are posted on any of the three tolled bridges in a calendar month. The credit is 50 percent, and each additional trip that month is also discounted 50 percent.

The frequent-user discount is only for drivers in passenger vehicles with RiverLink personal accounts who maintain a positive balance. The frequent-user discount is per transponder, not per account.

Revenue to Date

Revenue numbers are preliminary for the second quarter. At the end of the second quarter, nearly $35 million had been collected and split evenly between Indiana and Kentucky. An additional $3.3 million will be received from E-ZPass systems in other states (drivers who crossed the tolled Ohio River bridges with E-ZPass transponders from other states).

The billing cycle is still active, and additional money is being collected from vehicle owners who have received invoices.

Revenue collected to date is in line with expectations, and both states are meeting their financial obligations for the Bridges Project. Toll revenue can only be used to meet financial obligations of the project and for operation and maintenance of the project area.
