Tolling Scheduled to Begin Early Friday

Lewis and Clark, Lincoln and Kennedy bridges will be tolled

Dec. 29, 2016 – Tolling on the Louisville – Southern Indiana Ohio River Bridges Project is scheduled to begin tomorrow. Tolling is scheduled to begin at 4 a.m. Friday, December 30 on the new SR 265 Lewis and Clark Bridge, the new I-65 Abraham Lincoln Bridge and the improved I-65 Kennedy Bridge.

The Kennedy and Lincoln bridges provide 12 lanes of I-65 traffic connecting Downtown Louisville and Southern Indiana. The Lincoln Bridge carries six lanes of I-65 North traffic, and the Kennedy carries six lanes of I-65 South traffic. The Lewis and Clark Bridge, which opened to traffic Dec. 18, connects the Gene Snyder Freeway in Prospect, Ky. with State Road 265 in Utica, Ind.

RiverLink is all-electronic tolling, with no toll booths, no coin machines, no lines and no stopping.

Information for Drivers

It’s important for drivers to remember that tolling will not change their commute. They should not slow or stop while approaching the tolled bridges. All-electronic tolling means all drivers are able to move at the speed of traffic, with no slowing and no delays.

Drivers with transponders will pay the lowest rates. Sensors read transponders, and the appropriate toll is deducted from prepaid accounts. Cameras will capture the license plates of drivers without transponders, and bills will be sent in the mail.

Toll rates range from $2-12, depending on the size of the vehicle and whether the driver has a RiverLink account and transponder. A driver in a passenger vehicle with a transponder will pay $2 to cross a tolled bridge. A driver in a passenger vehicle without a transponder will pay $4.

Drivers have the option of selecting a RiverLink local transponder or a RiverLink E-ZPass transponder. A RiverLink local transponder is free, one per registered vehicle. The small sticker adheres to the inside of the windshield, is non-transferable and works only on the Lewis and Clark, Lincoln and Kennedy bridges.

A RiverLink E-ZPass transponder is $15. It’s portable from vehicle to vehicle registered to a single account and works in all 16 E-ZPass states. All E-ZPass transponders are accepted by the RiverLink system.

Drivers can register additional license plates to their RiverLink E-ZPass transponders online at www.riverlink.com, by phone or in person at a customer service center.

Mounting Transponders

Drivers need to have their transponders properly mounted before the start of tolling. A transponder is placed on the inside of the windshield near the rearview mirror, as high and as central as possible. It may be placed on the driver side or passenger side.

Transponders should be mounted three inches away from any metal, tint, antenna or defroster.

Drivers should avoid extreme temperatures when mounting their transponders. During cold weather, drivers can warm their car for a few minutes before mounting a transponder.

Drivers Waiting for Transponders

Thousands of drivers have opened RiverLink accounts over the past several days. Not all drivers have received their transponders. If accounts have been processed and transponders have been assigned to licenses plates, drivers will receive the lowest rates until they receive their transponders.

License plates will be scanned and the transponder rate applied until transponders are delivered. Drivers must receive and properly mount their transponders before crossings count toward the frequent-user discount.

Drivers Who Need to Open Accounts

It’s not too late for drivers to open their RiverLink accounts. They will begin paying the lowest rates as soon as an account is processed, and a transponder is assigned to the license plate. The sooner accounts are opened, the faster savings will begin.

Drivers can open accounts online at www.RiverLink.com, by phone at 855-RIV-LINK or in person at one of two customer service centers. The website is the fastest option to open an account. It’s open 24 hours a day/7 days a week with no wait. Customers opening accounts online or by phone will have their transponders mailed to them.

More than 150,000 RiverLink transponders have been requested to date, including more than 125,000 RiverLink local transponders and nearly 28,000 RiverLink E-ZPass transponders. Nearly 67,000 families and more than 2,200 businesses have opened RiverLink accounts.

Just over 110,000 drivers are expected to use the tolled bridges each day.

Customer service centers are located at 400 E. Main St. in Louisville and 103 Quartermaster Ct. in Jeffersonville. The centers are open 7 a.m. – 7 p.m. Monday – Friday. They are also open 8 a.m. – 2 p.m. Saturday.

With tolling starting on December 30, customer service centers and the RiverLink call center will be open, as normal, on Saturday, December 31 (8 a.m. – 2 p.m.) and Monday, January 2 (7 a.m. – 7 p.m.)

Final Chance to Open RiverLink Accounts Before Tolling

Drivers will pay lowest rates if accounts are opened this week

Dec. 19, 2016 – Drivers have a final chance this week to open RiverLink accounts, ensuring they’re paying the lowest rates when tolling begins on Friday, December 30.

Drivers were encouraged to open their RiverLink accounts by the end of last week to help ensure they receive their transponders before the start of tolling. While drivers who set up their accounts this week may not receive their transponders before the start of tolling, they will be paying the lowest rates on the first day of tolling.

License plates will be scanned and the transponder rate applied until transponders are delivered. The transponder rate can only be applied if there is time to process the account and assign a transponder to the license plate. Drivers must receive and properly mount their transponders before each month’s crossings count toward the frequent-user discount.

Because of extremely high demand, accounts must be set up by the end of this week to ensure there is time to open the account and assign a transponder. Accounts set up after this week may not have transponders assigned before tolling begins.

Because of the holidays, RiverLink customer service centers and the RiverLink call center will not be open Saturday, December 24, Sunday, December 25 and Monday, December 26.

With tolling starting on December 30, customer service centers and the RiverLink call center will be open, as normal, on Saturday, December 31 (8 a.m. – 2 p.m.) and Monday, January 2 (7 a.m. – 7 p.m.).

Individuals can open personal accounts online at www.RiverLink.com, 24 hours a day/7 days a week with no wait. Customers opening accounts online or by phone will have their transponders mailed to them.

 

RiverLink E-ZPass Transponders to Ship Late This Week

RiverLink E-ZPass transponders will ship at the end of this week, when they’re fully operational in all 16 E-ZPass states. Transponders will arrive in a manila envelope, and will include mounting instructions.

Drivers should keep the small Mylar envelope that holds their E-ZPass transponder. Drivers can place E-ZPass transponders not being used in the Mylar envelope in the glove compartment, and it will not be read by roadway sensors.

Drivers will pay the lowest RiverLink toll rates until transponders are in hand, as long as license plates are registered to the prepaid account with the E-ZPass transponder.

Lewis and Clark Bridge, East End Crossing Open to Traffic

Governor-elect Holcomb announces name during opening ceremony

The East End Crossing opens to traffic Sunday, December 18, following an earlier opening ceremony, marking completion of the $2.3 billion Louisville-Southern Indiana Ohio River Bridges project.
Indiana Lt. Governor and Governor-elect Eric Holcomb announced the newly named Lewis and Clark Bridge by executive order of Vice President-elect Governor Mike Pence at a ribbon-cutting ceremony on the Indiana approach of the new bridge.

Following the ribbon cutting, Holcomb and other speakers were loaded into two Ford vehicles built at the nearby Kentucky Truck Plant in East Louisville to ceremonially cross the bridge for the first time. Project officials followed state leaders in Transit Authority of River City buses.

The long-anticipated 8½ miles of new roadway connects the eastern edge of suburban Louisville and an area just east of Jeffersonville, Ind. with its centerpiece 2,500-foot cable-stay bridge reaching across the Ohio River.
Holcomb said Indiana’s innovative public-private partnership helped take the East End Crossing from wish to reality.

“After decades of discussion and stalled progress, many people thought we’d never see this moment,” Holcomb said. “Now, communities on both sides of the Ohio River will reap the benefit of improved, safe interstate access.”

Kentucky Governor Matt Bevin applauded today’s accomplishment and the joint effort needed to make it happen.

“This crowning achievement, forty years in the making, just goes to show what we can accomplish when we work together towards a common goal,” Bevin said. “Without our partners, including the state of Indiana, Walsh Construction, WVB East End Partners and an outstanding labor force, among others, the completion of this project would not have been possible. We are grateful for all who came together as an enthusiastic community to improve economic opportunity and improve mobility for everyone travelling through this region.

Rob Morphonios, WVB East End Partners project director, said the project team attracted hundreds of locals and those from other parts of the country and the world, himself included.

“Everyone brought certain skills or areas of expertise and worked together and look at what they’ve done,” Morphonios said. “The success here shows what can be achieved when you have a lot of different people, with different backgrounds, and different ideas and skills to offer. When they all work together, they can accomplish amazing things.”

Matt Walsh, chairman of the Walsh Group, credited the strength of cooperation between the state of Indiana and the construction group.

“The success of this project is the result of a shared vision from state officials, community members, and the hundreds of men and women who have worked so safely and tirelessly over the past three years,” Walsh said. “This project serves as a model for what can be accomplished in the rebuilding of America’s infrastructure.”
More than 3.3 million man-hours on this project were elapsed by Walsh Vinci Construction over the project’s three year construction.

“Southern Indiana and the Louisville area has needed this new bridge for years,” said Deputy Federal Highway Administrator David Kim. “By reducing congestion, the East End Crossing and its massive partner downtown will improve traffic safety, reduce traffic congestion and dramatically increase the region’s role in the nation’s freight economy.”

The 500 vehicles making up the public caravan followed state and community leaders and the KILROY chapter of the Military Vehicle Preservation Association. These participants signed up online last week to be part of the first to drive the new road. These spots were filled in less than three minutes. Drivers arrived at a closed-off section of the newly completed Indiana 265 to be escorted by police southbound on Indiana 265 toward the Lewis and Clark Bridge.

Participants in the police-escorted caravan received antique silver commemorative medallions with an etching of the new Lewis and Clark Bridge. The medallions act as the second in a “matching set” created for the Ohio River Bridges project. The first of the commemorative set was created for the December 2015 opening of the Lincoln Bridge, a six-lane bridge carrying I-65 northbound traffic across the river from downtown Louisville to Jeffersonville.

Tolling is scheduled to begin on the new and improved I-65 Lincoln Bridge, Kennedy Bridge and the Lewis and Clark Bridge on December 30.
The East End Crossing is scheduled to open tonight, hours after the ceremonial caravan crossing.

What Work is Left?

The opening of the East End Crossing is a major milestone for the project but work will continue through spring. Punch list items, such as grading and landscaping remain until final acceptance by the Indiana Finance Authority and Kentucky Transportation Cabinet.

Short term lane closures may be possible as crews put the finishing touches on the East End Crossing.

About the Project

Substantial completion of the East End Crossing will provide several significant benefits to the Louisville and Southern Indiana area – including convenient access for residents commuting between eastern Jefferson County and Southern Indiana. And for travelers passing through the Louisville area from the north or the south, the East End Crossing will be an alternate – and very accessible – route that bypasses the urban traffic of downtown Louisville.

The Kentucky approach to the new bridge extends Kentucky 841 (the Gene Snyder Freeway) from its previous termination at U.S. 42, adding a new four-lane (two northbound, two southbound) 1.4-mile section. This section includes a pair of 1,700-foot tunnels that carry Kentucky 841 traffic beneath U.S. 42 and the historic Drumanard estate. The Indiana approach, also four lanes, extends Indiana 265 (the Lee Hamilton Highway) four miles to the Ohio River from its previous termination at Indiana 62.

The bridge features two diamond towers rising 300 feet above the river, with 104 stay cables. It also includes a shared-use path over the Ohio River for pedestrians and bicyclists accessed from Old Salem Road in Indiana.

Construction of the East End Crossing commenced in June 2013. The East End Crossing is part of the $2.3 billion Louisville-Southern Indiana Ohio River Bridges Project, which also includes the construction of the Lincoln Bridge. A study commissioned by the Indiana Finance Authority estimated the project will support 15,000 new jobs over the next 30 years and generate an additional $87 billion for the regional economy.

The Indiana Finance Authority and Indiana Department of Transportation contracted the design, construction, financing, operations and maintenance of the East End Crossing through an innovative public-private partnership with WVB East End Partners.

Tolling on Ohio River Bridges to Begin December 30

Kennedy, Lincoln and East End bridges will be tolled

 

Dec. 13, 2016 Tolling on the Louisville – Southern Indiana Ohio River Bridges Project is scheduled to begin Friday, December 30. Tolled bridges include the new I-65 Abraham Lincoln Bridge, the improved I-65 Kennedy Bridge and the new East End bridge.

“Critical system testing is complete,” said Clint Murphy, director of tolling oversight for the Indiana Department of Transportation. “While system preparations are continuing, we’ve cleared the necessary hurdles to set a start date for tolling. The Ohio River Bridges Project will mean faster and safer commutes for drivers. Without tolling, this new and improved transportation system would not be possible.”

Drivers opening their RiverLink accounts online or by phone are encouraged to do so by the end of this week (Dec. 17) to help ensure they get their transponders before the start of tolling. Drivers with transponders will pay the lowest toll rates. Drivers must set up a prepaid account to get a transponder.

All drivers who set up their accounts and have transponders assigned to their vehicles will pay the lowest toll rates on the first day of tolling, even if they haven’t received their transponders. License plates will be scanned and the transponder rate applied until transponders are delivered. Crossings will not count toward the frequent-user discount until transponders are properly mounted in cars.

Drivers who have their RiverLink local transponders are encouraged to mount them now, so they’re prepared for the start of tolling. Mounting instructions are included with transponders. They’re placed on the inside of the windshield, as high and as central as possible. Transponders should be placed three inches away from any metal, tint, antenna or defroster.

“Tens of thousands of drivers have taken the important first step of opening a RiverLink account,” said Megan McLain, innovative finance manager with the Kentucky Transportation Cabinet. “These drivers, no matter how often they cross our tolled bridges, will be paying the lowest rates. We want everyone to be prepared for the start of tolling, and paying the lowest rates starting with the first day of tolling.”

More than 100,000 RiverLink transponders have been requested to date, including more than 82,000 RiverLink local transponders distributed and more than 18,000 RiverLink E-ZPass transponders ordered. Nearly 45,000 families and more than 1,500 businesses have opened RiverLink accounts.

Just over 110,000 drivers are expected to use the tolled bridges each day.

Opening a RiverLink Account

Drivers can open a personal account online at www.RiverLink.com, by phone at 855-RIV-LINK or in person at one of two RiverLink customer service centers. A personal account can include up to four vehicles, with a minimum balance of $20 to open the account. The fastest way to open a RiverLink personal account is online. The website is available 24 hours a day/7 days a week with no wait.

The minimum balance to open a commercial account is $20 per vehicle. Calling a customer service representative (855-RIV-LINK) is the fastest and easiest way for a business to open an account.

Customer service centers are located at 400 E. Main St. in Louisville and 103 Quartermaster Ct. in Jeffersonville. The centers are open 7 a.m. – 7 p.m. Monday – Friday. They are also open 8 a.m. – 2 p.m. Saturday.

RiverLink accounts can also be opened and prepaid RiverLink local transponders can be purchased at two temporary sites, the Nia Center at 2900 W. Broadway in Louisville and the Indiana Bureau of Motor Vehicles at 2944 E. 10th St. in Jeffersonville. Hours are posted at each site.

Prepaid RiverLink local transponders, loaded with $20, are also available at five additional, temporary sites: TARC (Union Station), Louisville Urban League, St. Stephen Church (Louisville and Jeffersonville) and Community Action of Southern Indiana.

RiverLink is the new tolling system making the Louisville – Southern Indiana Ohio River Bridges Project possible. RiverLink is all-electronic tolling, with no toll booths, no coin machines, no lines and no stopping. Toll rates range from $2-$12.

The new I-65 Abraham Lincoln Bridge, the improved I-65 Kennedy Bridge and the new East End bridge will be tolled. The Sherman Minton Bridge and the Clark Memorial Bridge will not be tolled in connection with the project. Find more information at www.riverlink.com.

East End Crossing Scheduled to Open Sunday, December 18

Officials of both states, construction leaders, other champions of project to participate in ribbon-cutting

The East End Crossing portion of the Louisville-Southern Indiana Ohio River Bridges project is scheduled to open to traffic Sunday, December 18 following an afternoon ribbon-cutting ceremony with project officials and a public caravan across the new bridge.

The long-anticipated 8 ½ miles of new road connects the eastern edge of suburban Louisville and an area just east of Jeffersonville, Ind. with its centerpiece 2,500-foot cable-stay bridge reaching across the Ohio River.

Because of a lack of public parking and limited accessibility to the area, space at the ribbon-cutting ceremony will be limited to project champions and officials that can be bused onto the site.

Public Caravan Planned

A public caravan consisting of 500 registrants who registered online to participate in a police-escorted caravan will occur at the conclusion of the ribbon-cutting. The  registrants will arrive at a closed-off section of the newly completed Indiana 265 between 1:30 p.m. and 2:30 p.m. As the ribbon-cutting ends, the 500 vehicles will be escorted by police southbound on Indiana 265 toward the new bridge. The police will lead the drivers across the bridge and into Kentucky.

Several hours after this ceremonial caravan crossing, the East End Crossing will open to the general public.

Participants in the police-escorted caravan will receive antique silver commemorative medallions (up to four per vehicle) with an etching of the new east end Ohio River bridge. The medallions will serve as the second in a “matching set” created for the Ohio River Bridges project. The first of the commemorative set was created for the December 2015 opening of the Lincoln Bridge, a six-lane bridge carrying I-65 northbound traffic across the river from downtown Louisville to Jeffersonville.

Ribbon-cutting

Government leaders from Indiana and Kentucky will participate in the ribbon-cutting. They will be joined by representatives of WVB East End Partners, the company charged with designing and constructing the East End Crossing. Additionally, many area residents who championed the decades-old concept of a new east end bridge will be on hand. Details regarding attendees and an event agenda will be released in the days to come.

About the Project

Substantial completion of the East End Crossing will provide several significant benefits to the Louisville and Southern Indiana area – including convenient access for residents commuting between eastern Jefferson County and southern Indiana. And for travelers passing through the Louisville area from the north or the south, the East End Crossing will be an alternate – and very accessible – route that bypasses the urban traffic of downtown Louisville.

The Kentucky approach to the new bridge extends Kentucky 841 (the Gene Snyder Freeway) from its previous termination at U.S. 42, adding a new four-lane (two northbound, two southbound) 1.4-mile section. This section includes a pair of 1,700-foot tunnels that carry Kentucky 841 traffic beneath U.S. 42 and the historic Drumanard estate. The Indiana approach, also four lanes, extends Indiana 265 (the Lee Hamilton Highway) four miles to the Ohio River from its previous termination at Indiana 62.

The bridge features two diamond towers rising 300 feet above the river, with 104 stay cables. It also includes a shared-use path for pedestrians and bicyclists.

Construction of the East End Crossing commenced in June 2013. The East End Crossing is part of the $2.3 billion Louisville-Southern Indiana Ohio River Bridges Project, which also includes the construction of the Lincoln Bridge.

The Indiana Finance Authority and Indiana Department of Transportation contracted the design, construction, financing, operations and maintenance of the East End Crossing through an innovative public-private partnership with WVB East End Partners.

Prepaid RiverLink Transponders Are Available

RiverLink accounts can be opened at two additional sites

Dec. 8, 2016 –  Tolling is expected to begin soon on the Louisville – Southern Indiana Ohio River Bridges Project. RiverLink personal accounts can be opened online, by phone or in person. There are now two additional sites where accounts can be set up, and several sites where prepaid RiverLink local transponders can be purchased.

The sites are designed to offer drivers more choices on where to set up their RiverLink accounts and an additional option on how transponders can be purchased. Drivers with transponders will pay the lowest toll rates.

In addition to the regular customer service centers on each side of the river, an additional, temporary site has been added in both Louisville and Jeffersonville. RiverLink staff is available at the Nia Center in Louisville and the Indiana Bureau of Motor Vehicles in Jeffersonville. Accounts can be set up at these two locations and prepaid RiverLink local transponders are available. Prepaid transponders are also available at five additional, temporary sites.

The prepaid RiverLink local transponders can be purchased for $20. Cash is required, and exact change is encouraged. All forms of payment are accepted at the Nia Center and BMV. Drivers who purchase prepaid transponders will have a $20 balance to pay tolls on the Kennedy, Lincoln and East End bridges. The transponder does not have to be registered. Once the balance is exhausted, the transponder can be pulled from the windshield and thrown away.

“This is another way to give drivers choices,” said Megan McLain, innovative finance manager with the Kentucky Transportation Cabinet. “Drivers with transponders pay the lowest toll rates, but not all drivers want to open a RiverLink account. Prepaid transponders are an option for those drivers.”

Drivers would need to keep track of their usage. Balances are not tracked on prepaid transponders. The prepaid transponders are not eligible for the frequent-user discount.

“Drivers purchasing a prepaid RiverLink local transponder can also decide to convert their  transponder to a prepaid RiverLink personal account,” said Clint Murphy, director of tolling oversight for the Indiana Department of Transportation. “By opening an account, drivers can check their account balance online, receive low-balance notifications and be eligible for the frequent-user discount. It’s a quick and simple process.”

Drivers can convert to a personal account by visiting one of the two, permanent RiverLink customer service centers, or by calling 855-RIV-LINK and providing customer service representatives their transponder number.

Customer service centers are located at 400 East Main Street in Louisville and 103 Quartermaster Court in Jeffersonville. The centers are open 7 a.m. – 7 p.m. Monday – Friday. They are also open 8 a.m. – 2 p.m. Saturday.

The police will lead the drivers across the bridge and into Kentucky.

Interchange on Port Road to open to traffic Thursday, December 8, 2016

December 5, 2016 – The SR 265 /SR 62 /Port Road interchange located on Port Road is scheduled to open to traffic Thursday, December 8, 2016. The interchange will open a roundabout and associated lanes from Port Road to SR 265, SR 62, and Port Road. Motorists are asked to use caution and pay attention to traffic signage throughout the interchange.

Resolution Clears Way For Start Of Tolling After Testing

Testing will help ensure successful launch

Nov. 30, 2016 – The Tolling Body for the Louisville – Southern Indiana Ohio River Bridges Project today approved a resolution for tolling to begin when final system production readiness testing is complete and representatives for the states agree the toll collection system should be implemented.

“The accuracy of all tolling transactions is paramount, which is why the entire system is undergoing such rigorous testing,” said Jim Stark, Indiana Department of Transportation deputy commissioner of innovative project delivery. “When we as a Body have confirmed that the system is fully operational, tolling will begin.”

Testing to date has included “end to end” system testing of vehicles in a lab-type setting, with vehicles passing through toll gantries on a test track in New York and simulating customers using the account management system.

Testing will soon shift to final readiness tests that will include RiverLink equipment and representatives. Test vehicles will be crossing the East End, Kennedy and Lincoln bridges, as well as crossing under the gantry at Court Avenue in Jeffersonville.

“RiverLink is a brand new tolling system,” said Greg Thomas, Secretary of the Kentucky Transportation Cabinet. “We are thoroughly testing the system to help ensure a successful launch. Drivers will be best prepared for the start of tolling by opening a RiverLink account and getting a transponder.”

A start date for tolling is expected to be announced after final testing has been completed.

 

Joint Board Passes Three Resolutions

Both the Joint Board and Tolling Body met today. The Indiana Department of Transportation (INDOT) commissioner, the Indiana public finance director, the Kentucky Public Transportation Infrastructure Authority (KPTIA) chairman and the Kentucky Transportation Cabinet secretary, or their designees, make up the project’s Joint Board. The Tolling Body includes the four Joint Board members and an appointed member from each state.

The Joint Board approved three resolutions. One resolution authorizes changes to the contract with Kapsch TrafficCom, the toll system provider. Changes include allowing contract work to be delivered in smaller testable sections. Another change approved a compatible transformer for the power circuit feeding the East End Crossing equipment pad.

Another resolution authorizes the Kentucky Public Transportation Infrastructure Authority, KPTIA, to procure electronic tolling equipment. As a member of the E-ZPass network, KPTIA may have access to better prices for equipment.

The third resolution authorizes KPTIA to hire hearing officers. Once tolling begins, a person will be able to contest a toll violation by way of an administrative hearing.

 

Tens of Thousands Have RiverLink Transponders

Drivers with transponders will pay the lowest toll rates. Thousands of drivers have already opened their RiverLink accounts. More than 70,000 RiverLink transponders have been requested to date. Just over 110,000 drivers are expected to use the tolled bridges each day.

Nearly 60,000 RiverLink local transponders have been distributed and nearly 13,000 RiverLink E-ZPass transponders ordered. RiverLink E-ZPass transponders will be distributed, free of charge, just before the start of tolling when RiverLink is ready to service accounts in all 16 E-ZPass states. More than 30,000 families and more than 1,200 businesses have opened RiverLink accounts.

“The fact that tens of thousands of transponders have been requested tells us that drivers are getting the message – opening a prepaid RiverLink account will save them money,” said Clint Murphy, director of tolling oversight for INDOT. “If drivers have been waiting to open their accounts, we want them to know now is the time to act. We’re in the final stages of testing the system and we expect tolling to soon begin.”

 

Opening a RiverLink Account

Drivers can open a personal account online at www.RiverLink.com, by phone at 855-RIV-LINK, in person at one of two RiverLink customer service centers, the Nia Center and the Indiana Bureau of Motor Vehicles in Jeffersonville. A personal account can include up to four vehicles, with a minimum balance of $20 to open the account.

The minimum balance to open a commercial account is $20 per vehicle. Calling a customer service representative (855-RIV-LINK) is the fastest and easiest way for a business to open an account.

Choice of Transponders

A RiverLink local transponder is free of charge, one per registered vehicle. The small sticker adheres to the inside of the windshield, is non-transferable and will work only on local tolled bridges. Drivers choosing a RiverLink local transponder receive it when setting up their account, either in person or in the mail.

A RiverLink E-ZPass transponder is $15 per transponder. It’s mounted to the inside of the windshield, is portable from vehicle to vehicle registered to a single account and works in all 16 E-ZPass states (http://ift.tt/29y8yfb).

East End Crossing the First Bridge Project to Receive Envision® Platinum Sustainability Award

November 16, 2016 – The Ohio River Bridges East End Crossing (ORB‑EEC)—which will connect the east end of Louisville, KY, with Southern Indiana—recently earned an Envision Platinum Award from the Institute for Sustainable Infrastructure for the project’s exceptional achievements in sustainable infrastructure design, construction, and operations.

The ORB‑EEC represents many Envision Award firsts, including the first project involving a highway, first river bridge, first bi-state project, and first project with a roadway tunnel to receive an Envision Award. In addition, the $763 million public‑private partnership (P3) project—Indiana’s first for construction—is the largest P3 project in North America to be third-party certified by Envision’s horizontal infrastructure sustainability rating system.

“Strong teamwork and collaboration on sustainability aspects were in evidence throughout the project,” said Ron Heustis, Project Manager, Indiana Department of Transportation. “The innovative partnership between Indiana and the Commonwealth of Kentucky ensured the project was designed to serve the needs of the entire region today, and for the future. In fact, this is a project that serves as a sustainability best practice model that can be applied to other projects throughout the country.”

The state of Indiana—in cooperation with the Kentucky Transportation Cabinet—collaborated to construct the ORB-EEC between State Road 265 in Indiana and the Gene Snyder Freeway in Kentucky, completing a loop around the east end of the Louisville metropolitan area. The project features a 2,300‑foot‑long cable‑stayed bridge with a pedestrian and bicycle path, 8 miles of new‑terrain highway, and a 1,700‑foot twin‑bore tunnel under a historic property. It is approximately half of the Louisville-Southern Indiana Ohio River Bridges Project—the largest bi-state transportation project ever undertaken by the two states—which also includes the Downtown Crossing connecting Downtown Louisville, KY, and Jeffersonville, IN.

Three main firms are involved in delivering the ORB‑EEC project. WVB East End Partners, the Public-Private Partnership (P3) consortium comprised of Walsh Investors, VINCI Concessions, and Bilfinger Project Investments International Holdings, is responsible for the operation, routine maintenance, and rehabilitation of a substantial portion of the East End Crossing for 35 years. Walsh-VINCI Construction is WVB East End Partners’ design-build joint venture executing the work and consists of Walsh Construction and VINCI Construction. The project, expected to take 3.5 years to construct, will be substantially complete in late 2016. Serving on the project since 1998, Parsons—as joint venture lead—is the general engineering consultant providing technical oversight services, including design review, construction management, as well as construction engineering and inspection. Parsons also assisted with the ORB-EEC P3 procurement. In addition to the Envision Platinum Award, the collaborative efforts of all team members have resulted in several awards, including the Bond Buyer 2013 Deal of the Year, ARTBA 2013 P3 Project of the Year, and nearly a dozen other awards.

Envision Awards are based on measures related to quality of life, leadership, resource allocation, natural world, as well as climate and risk. The project team’s sustainability priorities encompassed all these areas to achieve Platinum level, with the Envision Award judges giving their highest marks in three areas:

Quality of Life — By improving cross-river mobility, the EEC will stimulate the economy of the entire region, spurring business and job growth, increasing productivity, and expanding the available workforce capable of commuting efficiently to their jobs. In addition, not only will current traffic congestion in downtown Louisville be reduced, the project will expand the region’s capacity to accommodate anticipated population growth.

Leadership — Working within two states, the EEC team had to navigate differences in environmental laws and regulations, as well as transportation policies. Indiana and Kentucky quickly identified and mitigated any regulatory or policy impediments to achieving the highest levels of sustainability on the project, maintaining their spirit of cooperation for the benefit of the region.

In addition, throughout the project, hundreds of public meetings, workshops, and design sessions were held, and stakeholder groups were formed to provide public input into the design, construction, and operation of the EEC. Key outcomes of these meetings included measures to preserve historical properties and incorporate aesthetics design elements that align with the area’s history, including decorative fencing, lighting, and pedestrian railings.

Climate and Risk — The EEC design included a minimum vertical alignment for the corridor to account for a 100-year flood event for the retaining walls and highway bridges, and a 500-year flood event for the tunnel, roadway, and cable-stayed bridge. To address possible fires and earthquakes, a tunnel emergency response plan was implemented in cooperation with several local and state agencies, and the tunnel design exceeded seismic regulatory requirements.

Kentucky: Periodic closures on Transylvania Beach Road Nov. 7 thru Nov. 12, 2016

November 3, 2016 – Due to overhead bridge work, there will be periodic 20-minute closures on Transylvania Beach Road November 7 – 12 from 7 a.m. – 5 p.m. each day. Motorists are asked to use caution and drive slowly when driving in the area.

November 3, 2016 – There will be lane restrictions in Indiana on Upper River Road in the vicinity of the East End Crossing construction site November 7 – 12 from 8 a.m.–5 p.m. each day. Flaggers will be present during this time to assist in guiding traffic. Motorists are asked to use caution when in the area.
