Bids are being accepted on Drumanard estate
A historic estate is for sale in eastern Jefferson County. Sealed bids are being accepted for Drumanard. The home, listed on the National Register of Historic Places, sits on more than 50 acres. It’s located at 6401 Wolf Pen Branch Road in Prospect.
The main home is nearly 10,000 square feet and includes six bedrooms, eight bathrooms and nine fireplaces. The property also includes a guest cottage, a partially finished gardener’s cottage, greenhouse and gazebo.
Rich History
Drumanard is derived from the Scottish word for “high land” or “hill top.” Work on the Drumanard home was completed in 1929.
Tobacco executive William E. Strater had purchased the land in 1902. After he drowned in Harrods Creek in 1908, his widow, Jesse Strater, retained the property. She later remarried Maj. Alexander MacKenzie Watson, the great-grandson of Kentucky Gov. John J. Crittenden. The couple hired a local architectural firm, Nevin and Morgan, to build the Tudor Revival house.
Even the landscaping surrounding the rolling country estate is historic. Much of the overall landscaping was planned by Olmsted Brothers, a renowned landscape architectural firm, in the early 1900s. John Charles Olmsted and Frederick Law Olmsted, Jr. were the sons of eminent landscape architect Frederick Law Olmsted. Olmsted and his sons designed Louisville’s original park system.
Details of the Sale
The property is being sold by sealed bid, with a minimum bid reserve of $3,500,000. All bids must meet the reserve, and must be received before the scheduled bid opening, which is November 3 at 1:30 p.m. The Commonwealth of Kentucky reserves the right to reject any or all bids.
Bidders are subject to the terms and conditions of a historic preservation and conservation easement, designed to protect the architectural and historic integrity of the property. Six open houses are scheduled to give interested parties a closer look at the property. The open houses are September 1, 16, and 29, as well as October 7, 12 and 18. All are scheduled 10 a.m. to 2 p.m.
Property Information
The property was purchased by the Kentucky Transportation Cabinet in 2012 as part of right-of-way acquisition for the East End Crossing portion of the Louisville – Southern Indiana Ohio River Bridges Project. The purchase price was $8.3 million.
“The Kentucky Transportation Cabinet doesn’t acquire properties to turn a profit,” said Andy Barber, deputy state highway engineer and KYTC project manager. “KYTC acquires property, when needed, to build infrastructure. We expect to have traffic on the East End bridge by the end of the year. That progress wouldn’t have been possible without acquiring this property.”
Drumanard sits in the approach path to the East End bridge, with twin tunnels built underneath the property.
The conditions of the preservation easement ensure more than 50 acres of historic property will be protected and maintained.

E-ZPass Transponders Recommended for Motorcycles
Tolling is expected to begin late this year
Sept. 9, 2016 – Motorcyclists who have been waiting to open RiverLink accounts have a recommendation on which transponder to use.
It’s recommended that motorcyclists use a RiverLink E-ZPass transponder, and purchase a transponder holder that works best for their motorcycle and needs. Several options can be found through third-party vendors with an online search.
The RiverLink E-ZPass transponder is $15 per transponder. It’s a one-time cost for the life of the transponder, with the battery expected to last at least seven years. The RiverLink E-ZPass transponder can be moved from vehicle to vehicle registered to a single account. It can also be used in all 16 E-ZPass states, primarily located in the Northeast corridor.
With a transponder, the toll for motorcycles is $2 per crossing, the rate for passenger vehicles.
Opening an Account
RiverLink is the new, all-electronic tolling system making the Louisville – Southern Indiana Ohio River Bridges Project possible. There are no toll booths, no coin machines, no lines and no stopping. Initial toll rates range from $2-$12. The lowest toll rates are for drivers with transponders. Drivers must set up a prepaid account to get a transponder.
Drivers can open a personal account online at www.RiverLink.com, by phone at 855-RIV-LINK or in person at one of two RiverLink customer service centers.
The customer service centers are located at 400 East Main Street in Louisville and 103 Quartermaster Court in Jeffersonville. The centers are open 7 a.m.-7 p.m. Monday – Friday. They are also open 8 a.m. – 2 p.m. Saturday during the first year of operations.
Start of Tolling
Tolling will begin after cross-river capacity is added to the system. That means either the improved John F. Kennedy Memorial Bridge or the new East End bridge will be complete and fully open to traffic. Both are expected to happen late this year.
The new Abraham Lincoln Bridge, the improved Kennedy Bridge and the new East End bridge will be tolled. The Sherman Minton Bridge and the Clark Memorial Bridge will not be tolled. Find more information at www.riverlink.com.

September 7, 2016 – The southbound lanes of KY 841 will shift from its current location to the future southbound ramp of KY 841. This exchange is expected to be completed by the night of September 10, 2016. All traffic movements will remain open during the traffic shift. BRIDGING THE GAP: East End Bridge Span Connects IN, KY
Milestone marks approaching December substantial completion
September, 1, 2016 – The final gap separating Louisville’s East End to Southern Indiana was closed earlier this week.
The final piece of steel was crane-lifted into the East End Bridge, a new cable-stayed bridge stretching 2,500 feet bank-to-bank over the Ohio River, just before noon Monday. Crews with Walsh-Vinci Construction marked the milestone with an evergreen tree on bridge deck, as part of a “topping out” ceremony. The bridge is expected to open to traffic in December.
What’s Left to Complete?
The closure marks the home stretch of work for the entire East End Crossing portion of the Ohio River Bridges Project. Substantial completion of the entire East End Crossing – the new cable-stayed bridge, a 1,700 foot tunnel and 8.5 miles of new interstate connections – is scheduled by the end of 2016. Crews in Indiana and Kentucky are putting the finishing touches on the shared-use path and interstate connections on both sides of the river. In Kentucky, electrical and other installation work for the tunnel is ongoing. Electrical and lighting work makes up a piece of the remaining work on the bridge as well, as crews prepare to open the bridge for traffic before the end of the year.
Bridge Breakdown
The new stay-cabled East End bridge stretches over 2,500 feet across the Ohio River. The cables connect to two main towers, which reached their full 300 foot height in early 2016.
The bridge is expected to open to traffic in December 2016.
- 6,670 tons – weight of the bridge deck’s structural steel
- 4,960 tons – weight of rebar used on the bridge’s main span
- 1,000 tons – weight of stay cables
- 104 – number of stay cables on the bridge’s main span
- 300 feet – height of each of the two main towers
Construction of the East End Crossing began in the summer of 2013. The project is scheduled to be completed in December of this year. It is part of the $2.3 billion Louisville-Southern Indiana Ohio River Bridges Project, which also includes a new I-65 bridge connecting Louisville, KY and Jeffersonville, IN, as well as major highway improvements on both sides of the river. Kentucky: Right westbound lane of U.S. 42 closed through fall 2016
September 1, 2016 — In order for LG&E electrical lines to be installed underground for the tunnel control building, the right westbound lane of U.S. 42 is closed for through fall 2016. The location of the closure will be from the Harrods Creek Fire Department to the tunnel control building. The right westbound lane will be open during peak traffic hours in the morning each day. The left westbound lane will remain fully open during this time.

Kentucky: Lane closures on KY 841
September 1, 2016 — KY 841 (Gene Snyder Freeway) was reduced to one lane northbound and one lane southbound from the I-71 interchange to U.S. 42 in October 2013. This arrangement will likely continue through the duration of the East End Crossing project.
