Thousands Have Opened Riverlink Accounts
Tolling is expected to begin late this year
Aug. 26, 2016 – Thousands of people have opened RiverLink accounts during the first month of operations. More than 4,000 people have opened personal accounts, and more than 100 businesses have opened commercial accounts. RiverLink launched operations July 21, with tolling not expected to start until late this year.
RiverLink is the new, all-electronic tolling system making the Louisville – Southern Indiana Ohio River Bridges Project possible. There are no toll booths, no coin machines, no lines and no stopping. Initial toll rates range from $2-$12. The lowest toll rates are for drivers with transponders. Drivers must set up a prepaid account to get a transponder.
“We’re thrilled with the number of drivers who have already taken that first step of opening their accounts,” said Megan McLain, innovative finance manager with the Kentucky Transportation Cabinet. “Having a RiverLink account and transponder is the key to receiving the lowest toll rates.”
Opening a RiverLink Account
Drivers can open a personal account online at www.RiverLink.com, by phone at 855-RIV-LINK or in person at one of two RiverLink customer service centers.
The customer service centers are located at 400 East Main Street in Louisville and 103 Quartermaster Court in Jeffersonville. The centers are open 7 a.m.-7 p.m. Monday – Friday. They are also open 8 a.m. – 2 p.m. Saturday during the first year of operations.
“The process of setting up an account is easy,” said Clint Murphy, director of tolling oversight with the Indiana Department of Transportation. “A person needs to know the make, model, year, color and license plate number for each vehicle being registered. The entire process should take less than ten minutes, and then drivers are ready for the start of tolling later this year.”
There are two types of RiverLink accounts – personal accounts and commercial accounts.
A personal account can include up to four vehicles, with a minimum balance of $20 to open the account. The minimum balance to open a commercial account is $20 per vehicle. Calling a customer service representative (855-RIV-LINK) is the fastest and easiest way for a business to open an account.
Transponder Choices
There are two types of RiverLink transponders – RiverLink local transponders and RiverLink E-ZPass transponders. Drivers signing up for RiverLink accounts have requested more than 4,000 RiverLink local transponders to date, and have ordered nearly 1,700 RiverLink E-ZPass transponders.
A RiverLink local transponder is free of charge, one per registered vehicle. The small sticker adheres to the windshield, is non-transferable and will work only on the local tolled bridges. Drivers choosing a RiverLink local transponder will receive it when setting up their account, either in person or in the mail.
A RiverLink E-ZPass transponder is $15 per transponder. It’s mounted to the windshield, is portable from vehicle to vehicle registered to a single account and works in all 16 E-ZPass states (http://ift.tt/29y8yfb). Drivers choosing a RiverLink E-ZPass transponder will receive it later this year, before the start of tolling.
A sensor reads the transponder and the appropriate toll is deducted from a prepaid account. If you set up your account online or by phone, your transponder will be mailed to you, free of charge.
Start of Tolling
Tolling will begin after cross-river capacity is added to the system. That means either the improved John F. Kennedy Memorial Bridge or the new East End bridge will be complete and fully open to traffic. Both are expected to happen late this year.
The new Abraham Lincoln Bridge, the improved Kennedy Bridge and the new East End bridge will be tolled. The Sherman Minton Bridge and the Clark Memorial Bridge will not be tolled. Find more information at www.riverlink.com.

FOR SALE: HISTORIC ESTATE IN EASTERN JEFFERSON COUNTY
Bids are being accepted on Drumanard estate
Aug. 19, 2016 – A historic estate is for sale in eastern Jefferson County. Sealed bids are being accepted for Drumanard. The home, listed on the National Register of Historic Places, sits on more than 50 acres. It’s located at 6401 Wolf Pen Branch Road in Prospect.
The main home is nearly 10,000 square feet and includes six bedrooms, eight bathrooms and nine fireplaces. The property also includes a guest cottage, a partially finished gardener’s cottage, greenhouse and gazebo.
Rich History
Drumanard is derived from the Scottish word for “high land” or “hill top.” Work on the Drumanard home was completed in 1929.
Tobacco executive William E. Strater had purchased the land in 1902. After he drowned in Harrods Creek in 1908, his widow, Jesse Strater, retained the property. She later remarried Maj. Alexander MacKenzie Watson, the great-grandson of Kentucky Gov. John J. Crittenden. The couple hired a local architectural firm, Nevin and Morgan, to build the Tudor Revival house.
Even the landscaping surrounding the rolling country estate is historic. Much of the overall landscaping was planned by Olmsted Brothers, a renowned landscape architectural firm, in the early 1900s. John Charles Olmsted and Frederick Law Olmsted, Jr. were the sons of eminent landscape architect Frederick Law Olmsted. Olmsted and his sons designed Louisville’s original park system.
Details of the Sale
The property is being sold by sealed bid, with a minimum bid reserve of $3,500,000. All bids must meet the reserve, and must be received before the scheduled bid opening, which is November 3 at 1:30 p.m. The Commonwealth of Kentucky reserves the right to reject any or all bids.
Bidders are subject to the terms and conditions of a historic preservation and conservation easement, designed to protect the architectural and historic integrity of the property. Six open houses are scheduled to give interested parties a closer look at the property. The open houses are September 1, 16, and 29, as well as October 7, 12 and 18. All are scheduled 10 a.m. to 2 p.m.
Property Information
The property was purchased by the Kentucky Transportation Cabinet in 2012 as part of right-of-way acquisition for the East End Crossing portion of the Louisville – Southern Indiana Ohio River Bridges Project. The purchase price was $8.3 million.
“The Kentucky Transportation Cabinet doesn’t acquire properties to turn a profit,” said Andy Barber, deputy state highway engineer and KYTC project manager. “KYTC acquires property, when needed, to build infrastructure. We expect to have traffic on the East End bridge by the end of the year. That progress wouldn’t have been possible without acquiring this property.”
Drumanard sits in the approach path to the East End bridge, with twin tunnels built underneath the property.
The conditions of the preservation easement ensure more than 50 acres of historic property will be protected and maintained.

First Open House for Historic Rosewell Property is This Week
August 9, 2016 – The first of five open houses to give interested parties a closer look at the historic Rosewell property is Thursday, August 11 from 10 a.m. to 2 p.m.
The property is located at 6900 Transylvania Avenue in eastern Jefferson County, and sits near the Ohio River. The two-story, hall-parlor house was built in the 1820’s and is listed on the National Register of Historic Places. It includes:
- six bedrooms
- four bathrooms
- eight fireplaces
- more than 7,200 square feet
The property sits on 4.5 acres and includes an additional 1.3 acres of adjacent, non-historic property for a total of nearly six acres of land. It was built in the 1820s, with a limestone addition in 1854.
The property was purchased by the Kentucky Transportation Cabinet (KYTC) as part of the right-of-way acquisition for the East End Crossing portion of the Louisville – Southern Indiana Ohio River Bridges Project.
The property is being sold by sealed bid, with a minimum bid reserve of $1,000,000. Cameras Are Being Installed For System Testing
Tolling won’t begin until late this year
August 4, 2016 – Tolling won’t begin until late this year, but drivers may soon notice cameras in place on the toll gantry located at the north end of the Abraham Lincoln Bridge, near Court Avenue.
Two cameras are scheduled to be installed overnight, and should be in place by early morning on Friday, August 5. Testing the cameras is part of preparations for all-electronic tolling.
Tolling won’t begin until cross-river capacity is added to the system. That means either the improved Kennedy Bridge will be fully open to six lanes of I-65 southbound traffic, with six lanes of I-65 northbound traffic on the adjacent Lincoln Bridge, or the new East End bridge will be open to traffic. Both are expected to happen late this year.
Lane Closures
Lane closures are scheduled overnight to accommodate the installation of the cameras:
- Two lanes of I-65 North will be closed near the north end of the Lincoln Bridge.
The lanes are scheduled to close around 9 p.m. and reopen by 5 a.m. on Friday. The exit from I-65 North to Court Avenue will remain open.
All-Electronic Tolling
RiverLink is the new, all-electronic tolling system making the Louisville – Southern Indiana Ohio River Bridges Project possible. There are no toll booths, no coin machines, no lines and no stopping. Initial toll rates range from $2-$12. The lowest toll rates are for drivers with transponders. Drivers must set up a prepaid account to get a transponder.
A driver can choose to open a prepaid account, but not get a transponder. In this case, a driver has a registered plate. A camera captures and recognizes the license plate and the appropriate toll is deducted from the prepaid account. Rates are $1 more per crossing because of higher administrative costs.
If a driver chooses not to set up a prepaid account, the license plate will be photographed on each crossing, and an invoice will be sent in the mail to the registered owner. Drivers without a prepaid account – no transponder and no registered plate — will pay the highest toll rates because of higher administrative costs.
RiverLink Accounts
Drivers started setting up RiverLink accounts July 21, and two customer service centers opened for business. Nearly 2,000 RiverLink accounts were opened in the first week of operations.
Drivers can open a personal account online at the RiverLink.com secure website, by phone with a customer service representative (855-RIV-LINK) or in person at one of two RiverLink customer service centers.
Businesses are encouraged to call 855-RIV-LINK as the fastest and easiest way to open a commercial account.
To open an account, a driver will need to know a vehicle’s make, model, year, color and license plate number.
